Possible fix for any input issues with the menu system

This was a hard one to track down, since the menus were working mostly fine for me without any issue on my test machines, but some people were losing input on the menus when using the keyboard for input. I've made some changes to the FPS cap and the menu slowdown timer, and hopefully this will fix it on other machines.
